Through outreach, the DIC or secondary distributors, condom and needles and syringes are provided and needle and syringes are returned by using a puncture proof container. Through providing multiple and frequently accessible sources, the commodity needs of community members are aimed to be met, as well as the return of used needle and syringes – for the safety of IDU and the community in general. A strengthened micro-planning aims to assist the monitoring and meeting of this need.
