Background: Resource Centre for Social Welfare and Community Development (RC-SWACD), is a registered body, managed by dedicated eminent Social Workers, working in the field of Health, Social, Women empowerment and other development activities in rural and remote areas of Chandel district which is one of the backward districts of Manipur, bordering Myanmar and inhabited by tribals, SC and OBCs of 29 ethnic groups scattered in 325 Scheduled Tribes villages and 9 wards across the hilly terrain under 4 constituent Sub-divisions. For most villages, foot path is the linkage between villages across the hills. Socio-Economic condition of the people is deplorable and prevalence of HIV/AIDS has compounded the existing poor condition of the people to the worst. As such, this organisation plays a vital role in ensuring that developmental programmes reach the rural and remote areas of the district. The State Youth Award 2005 was awarded to the organisation by the Department of Youth Affairs and Sports, Government of Manipur in recognition of outstanding services rendered in the field of Health, Social and other development activities. And National Youth Award 2004 – 05 was awarded to this organisation by Ministry of Youth Affairs & Sports, Govt. of India, New Delhi in recognition of outstanding voluntary works rendered in the field of national development and social services. An Individual National Youth Award 2006 was presented to Ms. N. Neelima, Joint Secretary of RC-SWACD by Shri. APJ. Abdul Kalam, President of India for outstanding work done by her through this Organisation, particularly Women empowerment activities in rural areas of Manipur.
Objective:
- To reduce HIV/STI transmission among 950 male and female injecting drug users and their sexual partners by promoting safer injecting and sexual practices in the Chandel district of Manipur in a period of 2 years.
- To create an enabling environment for 950 IDUs in 129 villages of Chandel district by sensitising the community influencers in particulars, and the people in general towards HIV/AIDS/STIs and motivating them to actively involved in the harm reduction approaches.
- To reduce HIV/STI transmission among 150 female sex workers by promoting safer injecting and sexual practices in the Chandel district of Manipur in a period of 2 years.
